How to apply MSC Malaysia Cybercentre a.k.a. MSC Status for building

Generally there are two phases that applicant should undergo in order to obtain the MSC Malaysia Cybercity / Cybercentre status for their building. The first phase would be the development phase, and the second phase is the recognition and implementation phase. Applicant would also have the option to apply for expansion of boundary and new designated premises in existing Cybercity / Cybercentre if the status has been obtained.

In development phase, applicant would need to have consultation session with MDeC. At this stage, applicant need to present their plan. This process is crucial as it will determine whether the application can be carried out or not. The objective of designating the premise with MSC Status must be convincing and the purpose of designating it must be concrete enough. After approval has been given, applicant would need to prepare preliminary proposal that serve the overall plan on the designated building.

The preliminary proposal should include the current readiness of the building. The information in the preliminary proposal will be used to assess whether the building qualify the performance standard outlined by MDeC. This is the point where knowledge and expertise on MSC Status application will benefit the applicant. When the preliminary proposal is ready, it should be submitted to MDeC for their approval.

Once the preliminary proposal has been approved by MDeC, applicant would need to submit the full proposal. Full proposal includes the current and future plan on the designated building. Again, expertise in this area is crucial as the future plan would require the technical know-how to make it a successful application. Then the same process will repeat where the full proposal will be submitted to MDeC for their assessment once it is ready and to be escalated to Ministries for approval.

In phase two, the application to designate the building will be submitted to MDeC and MDeC then will conduct a compliance audit to ensure the plan that has been submitted in the proposal during the earlier phase is complied with. Then the application will again escalated to the Ministries for full fledge approval as MSC Malaysia Cybercity / Cybercentre. 

After the successful of the application, applicant would have an option to submit application for additional area or new designated premise. This application would require assessment and on-site audit by MDeC. 

After the status is obtained, the Cybercity / Cybercentre will have to ensure that the building will continuously comply with MSC Status requirement and fulfil all post obligation requirement through the establishment of Cybercity / Cybercentre Managers (CCM) or One Stop Centre (OSC).
